Plot: When a Soviet submarine gets stuck on a sandbar off the coast of a New England island, its commander orders his second-in-command, Lieutenant Rozanov, to get them moving again before there is an international incident. Rozanov seeks assistance from the island locals, including the police chief and a vacationing television writer, while trying to allay their fears of a Communist invasion by claiming he and his crew are Norwegian sailors.

Very funny and sadly not as dated as we want to think
A lot of reviews on here from say ten years or more back claim this movie is dated due to its Cold War concerns. All I can say is things certainly changed QUITE a bit in the 2010s political sphere, as it feels like the Cold War is being resurrected all over again. Xenophobia is alive and well in the US, with many different nationalities getting vilified in the press or in ordinary talk. No, it’s not just the Russians now, but the basic human emotions satirized in this wonderful film are very much with us in the twenty-first century.That aside, this is still a hilarious film, a great example of farce done right. Unlike most satire, it’s essentially good-natured, even optimistic about the basic decency of all people, a stark contrast to other Cold War satires of the 60s. The ensemble cast is altogether a knockout, particularly Carl Reiner as the harrowed everyman and Alan Arkin in his film debut proper (I’m not counting CALYPSO HEAT WAVE) as the stressed, but smart Soviet officer trying to look tougher than he really is.
The comic escalation of the situation is done well and made plausible by the small town setting. The little details in the location and the character relationships within the setting really brought it to life.
My only real complaint is that the movie runs a touch too long at two hours and six minutes. I would not have cut any subplots necessarily, but some sequences could have been shaved a bit (like the bit with Reiner and a phone operator tied together must try to get into the street).
Regardless, I loved this movie. It’s perfectly for a lazy Sunday afternoon.
